Currently there is no way to blacklist fishing pole usage, shears on sheep, wheat/carrots for mating, and firing bows.

that fixed most of it, but players can still right click animals with wheat after it is blacklisted.

also, has a ticket been made about adding sub-ID support to the blacklist?

entity and data value support probably won't be added as the current blacklist system is extremely old and deprecated
we're working on a new system for future versions, but there's no ETA
