Run WorldGuard 5.7.3

claim-only-inside-existing-regions: true

1 pos inside existing region and 2 pos outside from existing region member can claim

pls fixed: 1+2 pos inside existing regions for create a claim

this is actually how it's supposed to work...
whether or not that it is how it should work is another story

as of right now, nothing has changed
i am leaving this open because it's something we might consider adding
