WORLDGUARD-2733 - Reported by Tom.Spander

I want to let OPs have all permissions EXCEPT FOR the ability to bypass region flags, so the gamemode of an OP is also changed if in a survival zone etc.
Is there any way to do that without permissions (those are a little messy at my server)?
