Leashes don't work anymore in "build=DENY" regions

Since 5.8 it is not possible to attach a leash within a region with flag build = DENY.

This is no "building".

Could you add a new flag for "use-leash"?

i'm not even sure how this happened...worldguard doesn't protect against leashes yet because bukkit didn't have an api for it until recently.
