Attempt at making a zoo: overlapping reion?

First sorry if I put this in the wrong category, I wasn't sure which one it was.
So the problem is the following: I made a region, to use as a sort of funfair (priority normal), in which I set the flag mob-spawning to deny.
Then inside that zone, I created a second region, named zoo, to which I give priority 100, then set the mob-spawning flag to allow.
I was hoping to be able to spawn mob inside like a zoo...
Problem is, every time I tp away, when I come back my mobs are gone...
Is it due to my overlapping region?

This is a WorldGuard issue, not Craftbook. Have you tried setting the surrounding region to a priority of like 50?

What mobs are they? Do they naturally despawn? What are the enclosures made of? Bukkit has a few bugs in which animals suffocate on chunk loading in some enclosures

what mobs are they is an important question. also what WG version?

I tried set the priority higher in the 'zoo'.
Mobs that I want to keep are the usual: zombie, creeper, skeletton, slimes and a few silverfishes
The enclosure is one big glass tank, in which I made one tree and a few caves to protect the mobs who burns.
I would understand if those were gone when I come back (having not gone in hiding) but creepers, spiders and the like shouldn't disappear...
The only ones who are still there when I come back are the silverfishes...
and I have the latest version of WG

latest is not a version
can you do /wg report -p and also pastebin your region file and server log

Sorry, writing it better: I'm using the WorldGuard 5.8 download on the bukkit website and marked as latest version I could find.
I added the files you asked for, except the log, it was too big and my computer refused to upload it... if you really need it I will copy paste it after re-trying to spawn mobs, tp away and coming back with them gone...

can you use spawn eggs or /spawnmob commands inside the zoo region?

Yes I can, both... I can spawn as many mobs as want but when I tp away then come back only silverfishes have survived...
If you really don't know what the problem is it's fine, I'll simply put spawner beneath the zoo, it should do the trick really...
