WORLDGUARD-3007 - Reported by Kevinthedude2000

Recently I discovered if I stand in the center of a block in a world guard region that does not allow block modification and shift while attempting to break the block beneath me (which doesn't work because its protected) I am unable to be damaged by players. I am not 100% sure this is WG's fault but I am pretty sure. If anyone has anything to say about it it would be helpful.
