Hey,
I wish my a bypass permissions for Flags. So I have a Server with WG, WE, Craftbook and Commandbook. If we (Admins with Worldguard.* and OP Permissions) set the Flags entry or exit to deny, we can still entry and exit there but we cant teleport other Player in or out of the Region. For this I wish me a permissions to still teleport players.

Second: If we (Admins with Worldguard.* and OP Permissions) set a use-Flag to deny we cant use e.g. Commands-sign in the Region.

Tested with Spigot 1.7.2 #1326, WG 5.9,WE 5.6, CB 3.8.4, Cmdbook 2.3
