Can't drown

WORLDGUARD-3014 - Reported by maximus_pt1
Players on our server are incapable of drowning. I've isolated this down to being a worldguard bug, positively; the issue only exists with worldguard installed. This problem existed prior to the most recent update, in March, but has not been fixed. This is a very serious problem and we need worldguard, so I'm not sure what to do here.
