WORLDGUARD-3076 - Reported by RSNoooby..

Enderpearl flag doesn't work, it allows players to use ender pearls inside the region where they're blocked in, and it allows them to use ender pearls to teleport inside the region.

I'm using the latest version of Spigot, WorldGuard and WorldEdit.
No errors or what so ever.
