I flagged a region with build allow, but when I tested it as a normal player, I couldn't build?

Right click a block in question with leather and post a screenshot of it here.

Also use {{/rg info REGION_NAME}} for each shown region.

And what color is the error message? If it's not dark red or you're not getting one, it's a different plugin doing it or it's vanilla Minecraft's spawn protection setting.
