WORLDGUARD-3135 - Reported by TGS

How to reproduce:
Make sure you ain't OP or have the wrong perms.
Create a region
Use an enderpearl inside the region to teleport to another place inside the region
You get the message "You're not allowed to go there" but are still teleported.
