My blacklist has 51(fire) blocked however 259(flintandsteel) allowed for some users.
However attempting to use flint and steel is now impossible and gives off #51:0 is now blocked in this world.

To fix I have to remove 51 from blacklist, but don't want to. Any work around?

Use {{on-use}} for fire blocks now.

As both flint and steel and fire blocks technically place fire, you have to block via the method of placement now rather than the placed block.
