To merge a chestplate with elytra, you must rename them to "Merge" and place them on an anvil.

Enchantments are taken into account, however you will not be able to enchant your elytra after merge (except with compatible enchantments such as mending, unbreaking, curse_of_binding and curse_of_vanishing).

If the elytra have enchantments, you will have to select them in your hand after the merge, to apply the changes.
