[Datapack] Raw Block Smelting

Description:

     Raw Block Smelting is a datapack that allows Raw Blocks to be smelted OR blasted into their smelted block variants. The smelted blocks require the same amount of time, and yield the same amount of XP as smelting nine of the raw item into ingots. This datapack is purely for the convenience of not having to decraft and recraft blocks.
