Describe the feature

It should be possible to blacklist fluids from entering fluid storage cells just like how normal storage cells can.
A cell workbench can take an inverter card to turn the whitelist to a blacklist with item storage cells, so it seems that should be possible with fluids as well. If I'm not entirely mistaken, ExtraCells 2 had (has) that feature as well.

Reasons why it should be considered

Since items are blacklistable, it only seems natural that fluids should be too. Also, how are you going to blacklist fluids from entering the ME otherwise? (Apart from filtering in an import bus or via other mods.)
