Design: Dungeon Loot needs rebalancing

Dungeon loot is unsatisfying and unrewarding, and is also missing a tonne of opportunities for materials and items that would be useful and interesting for loot.
Chest loot rarities are pretty static in a way that doesn't feel particularly satisfying
Chest Mimics only drop chests, meaning a lot of dungeons have very little loot
