Steps to Reproduce

Mine an amethyst cluster with any aether pickaxe

What You Expect To Happen

For four amethyst shards to drop, or more if pickaxe has fortune

What Actually Happened

Only two shards drop, ignoring fortune. Silk touch still functions properly

Additional Details

This was discovered playing the Do I am cake modpack on the Twilight Forest testing server, and Twilight Forest pickaxes are doing the same thing. It has also been reported to their issue tracker.
