Consistent
- Ensure that the config has the overworld tool debuff enabled
- Mine holystone with a diamond pickaxe and observe the speed.
- Do the same while the player is underwater.
What You Expect To Happen
Mining underwater to be slower than it is outside of water.
What Actually Happened
Mining underwater is faster.
