Steps to Reproduce
- Copy aether-1.21.1-1.5.1-beta.1-neoforge.jar to mod folder
- (optional) Copy "owo-lib-neoforge-0.12.15-beta.9+1.21.jar" to mod folder
- Run minecraft
Get in the log:
[14:47:59.405] [main/ERROR] [loading.moddiscovery.locators.JarInJarDependencyLocator/]: Failed to load mod file META-INF\jarjar\nitrogen_internals-1.21.1-1.1.20-neoforge.jar from aether-1.21.1-1.5.1-beta.1-neoforge.jar

Can you try redownloading the mod? There was a briefly released beta version that was taken down that had a problem where Nitrogen wasn't loading and that looks like this issue.
May be later I'll try update NeoForge
In any case "owo" mod should be specified as required dependency on the curseforge
Oh, it seems despite specifying the required dependencies in the files it doesn't apply to default relations, annoying. I'll update that as well.
Edit: Done.
If I remove
mods/aether-1.21.1-1.5.1-beta.1-neoforge.jar
mods/owo-lib-neoforge-0.12.15-beta.9+1.21.jar
then no problems with loading
If I remove
mods/aether-1.21.1-1.5.1-beta.1-neoforge.jar mods/owo-lib-neoforge-0.12.15-beta.9+1.21.jar
then no problems with loading
Then we need the log.
