Bug: Desync issues outside of dev environment.

The new capability syncing system seems to be having desync issues, however only outside the development environment. Everything appears to be working fine in a development environment when reproduceable steps are given, while the bug appears in a minecraft instance not run from the development environment.
One example of this being: Getting shot by a zephyr projectile on ANTS from a MultiMC instance with a repulsion shield active will get the overlay stuck on the screen. Doing this exact same thing on a locally hosted server from IntelliJ along with a launched client from IntelliJ will work perfectly fine. Related to this: Using a client instance from MultiMC to join the locally hosted server also seems to allow the issue to occur.
This needs to be tested further to determine the instances of this issue and its cause, if its even isolated to multiplayer, etc.
