Strong fog around the bedrock

After y <= 25 the fog starts abruptly
The lower the y, then lower is visibility. Around bedrock I can't see anything in 2 block away from me.

It might be worth making it possible to adjust the strength of this effect, since being near the bedrock becomes almost impossible due to visibility.
Also, seems like fog culling works weirdly.

Final Checklist
- I have searched the issues and haven't found a similar issue.
- I have read the known incompatibilities and this is not related to one of those.
- I am running an officially released version. (Or, if I've compiled it myself I plan to fix the issue)
- This issue is not shader related (they aren't ready yet for testing)
I don't know if anyone else can second this but I'm no longer getting this fog on alpha29 with GTNH 2.5.1 java 20.
As it turns out - this is not a bug, but a Optifine feature that needs to be implemented
Also, in some cases in different height fog overlay became inverted.
