Add Option to Completely Disable Animated Textures

Angelica as it stands in 2.6.1 has a feature to "Animate Only Visible Textures" and while it works it doesn't completely solve the issue. In fact while the option does fix framerate when not looking at an animated texture upon looking at one again the framerate dips massively again creating huge swings in performance for older or less powered CPUs regardless of GPU vendor or OS. All options were already set at lowest possible to determine that the cause is because of animated textures and nothing else. This was a feature in OptiFine and it was very helpful in situations like this. However Optifine cannot be used with Angelica and even if removed Optifine is known to have issues with modpacks. I tried to look around to see if there was a config file option I could enable or an issue relating to it on the github or elsewhere. Please let me know if I have missed an config somewhere. The GTNH Wiki even suggests to disable texture and terrain animations but I do not see a toggle to turn them off completely in the current version as of writing this post.

(I personally play on a much more powerful PC, but people I play with use lower end computers that struggle with these issues. Server is also hosted on a dedicated machine.)

I feel like this would be a great feature for those that can only play with lower end hardware.
