Near Fog Distance option does not seem to do anything

the fog distance is always the same even when set to 100% or 1%, even with a restart. If I had to guess I would say it is always the standard 75%.
16 render distance with 1% (but any other looks the same):

- This issue is not related to a feature that is disabed by default - Shaders, MCPF, etc. [They'll be enabled when they're ready for testing]
Note that the near fog option only changes where the fog starts rendering, not the far end where the fog becomes 100%, eg. if you set it to 50% with render distance 16 the fog intensity will start at 0% 8 chunks away from the player, linearly scaling up to 100% fog 16 chunks away.

I dont use any shaders and no it most certainly does not work (in GTNH). Though yes I would not be surprised if it is some mixin conflict in GTNH.
