Cloud in a Bottle and Aqua Dashers not working in 1.21.1

Describe the bug
I have a Fabric 1.21.1 server with the Artifacts mod installed and I got the Cloud in a Bottle and Aqua Dashers and they don't work. I think none of the artifacts are working. Sometimes when I open the server, it works and sometimes it doesn't. It works totally fine on Singleplayer so it's a server issue I think

To Reproduce
Steps to reproduce the behavior:

  1. Join a server
  2. Try to double-jump or walk on fluids
  3. It may work one time but all the other times I open the server it doesn't

Game Environment
Fabric API (0.16.2) for the client and the server
Relevant Mods:
Accessories (10.0-beta.7+1.21)
Trinkets Compat Layer for Accessories (10.0-beta.30+1.21)
Artifacts (12.0.5)
