Warp Drive Cooldown Time Goes Up With better Quality

Describe the bug
The Cooldown Time of the Translocation ability from the 'Warp Drive' goes up with better quality values instead of down while going down with better levels.

To Reproduce
Steps to reproduce the behavior:

  1. Go to the Translocation ability in the Warp Drive
  2. Click on 'Reroll random stats' until 'Cooldown time:' has more Quality
  3. See that with increasing Quality of 'Cooldown time:' the time Increases while with a level up it decreases
