Warp Drive Cooldown Longer Than Described

Describe the bug
Warp Drive cooldown is longer than described. Currently at artifact level 10 cooldown should be 0 seconds. Actual cooldown is approximately 1 second. Same applies for lower levels of the Artifact

To Reproduce

  1. Press "show active abilities HUD
  2. Use Translocation skill as normal
  3. Cooldown will be longer than described in the ability description

  • Neoforge 21.1.77
  • Tested in the All the Mods 10 Modpack in pack version 1.20

Hi! You need to reset configs because in RAR-Compat version 0.6.3 the problem should already be fixed
