Is it the block itself or the display overlay that is oriented incorrectly?

I can't reproduce this bug in my test MC instance which is still using forge 14.23.0.2512 so I assume that forge changed something in their multipart model format which broke the orientation of the display's block model.

Result:

works with Forge 14.23.1.2555 (recommended release)
NOT working with Forge 14.23.1.2583 (the one you used)
works again with Forge 14.23.1.2603 (latest release)
