The crafting recipe for the Dormant Speed Upgrade requires "minecraft:minecart" but UpgradeRecipe.java line 52 checks for "Items.FURNACE_MINECART".

When proper NBT is applied, the items work correctly. The only issue is the lack of applied NBT.
Also does not work with proper NBT, however the item description does appear.

Update: Most dormant upgrades dont work, only Fall Damage, Climb, Elytra, and Horn are obtainable in survival
