[1.19.2] Buckler shield not usable in contact with rain

The buckler shield just can't be used when in rain. It works in deserts, savannas, and under cover while it is raining but not when in direct contact in rain. Basically everywhere where riptide tridents work, it doesn't. I assume this is a side effect of the fact it can't be used in water.
