Downgrade Tome-- Storm Trooper (level 4) bug

Issue Description:
When I downgrade my living armour with Storm Trooper(level 4),it costs my points rather than decrease it.

What happens:
It should decrease 65 points but it costs!

What you expected to happen:
If it's a bug,please fix it.
