Issue Description:

You can get infinite uses out of a potion flask

What happens:

You can put mending onto a potion flask of any potion - I've done it with the flight potion - and it works to gain back the durability of the potion

What you expected to happen:

You'd be unable to put mending onto the potion

Steps to reproduce:

1. Use an anvil to put mending onto a potion flask that is of a potion
2. Drink the potion to use durability of the potion
3. Gain XP to get the durability back
