Issue Description:

Compression Sigil [NYI] uses LP when right-clicked (on a block if deactivated, always if activated) instead of only periodically.

Steps to reproduce:

1. Get Compression Sigil
2. Right-click

Affected Versions (Do not use "latest"):

• BloodMagic: 2.2.12-98
• Minecraft: 1.12.2
• Forge: 2655

Also randomly voids items if you kill yourself with it, no matter if it's activated or deactivated.
