Issue Description:

Whenever I try to use Blood Magic Commands. I get told I can't do that.

What happens:

It tells me I don't have permission to use that command.

What you expected to happen:

I expected it to actually output the Commands

Steps to reproduce:

1. /bloodmagic network fill
2. /bloodmagic network set
3. /bloodmagic network add
   ...

Affected Versions (Do not use "latest"):

• BloodMagic: 1.12.2-2.4.3-1.0.5
• Minecraft: 1.12.2
• Forge: 14.23.5.2854

I will also say I did try version 1.12.2-2.4.2-1.0.4

And I still got the issue
