Issue Description:

if you try to apply an anointment to a bow or crossbow you are carrying in your main hand, and you have arrows in your inventory, the bow / crossbow will draw back and fire rather than apply the anointment

What happens:

if you carry the bow in your offhand and anointment in your main hand, then the anointment applies as usual.
if you have no arrows, the anointment applies as usual.

What you expected to happen:

the anointment to always take priority over the arrows

Steps to reproduce:

1 get a crossbow
2 get the Archer's Polish anointment (for exampe)
3 get some arrows
4 put the anointment in the offhand, attempt to apply
5 bow will fire

Affected Versions (Do not use "latest"):

• BloodMagic: dev build (so kinda 3.1.5-25)
• Minecraft: 1.16.5
