Hi - i'm sorry to say that 1.16 is out of official support, so unless someone submits a PR to fix this, it's unlikely to ever be fixed.

Honestly, even if someone does submit a PR, there's no guarantee that we'll go through the steps of integrating the PR, testing it, re-tooling our stuff to work on 1.16, etc, especially given that there's bigger bugs on 1.16 that are still awaiting fixes.

I'd suggest seeing if you can find other modded blocks that will dispense fluid, like a reverse pump, or enderIO's Nirad.

OK, small update to this - turns out this bug also existed in 1.20. We've fixed it there at least, since we're planning a 1.20 release soon.
