[Bug 1.9] Bound Sword Activations state damage

Issue Description:
The Bound sword does the same amount of damage deactivated as it does when activated.
The Sentient Sword does not suffer from this.
Steps to reproduce:
- Attack a zombie with a bound sword deactivated.
- Attack a zombie with a bound sword activated.
Affected Versions (Do not use "latest"):
- BloodMagic: 1.9-2.0.0-21
- Minecraft: 1.9
- Forge: 12.16.0.1767
