[1.9.4] Suggestion: Add a "market block" for obtaining blocks in survival which aren't available

While some of the metal blocks are starting to appear in other mods (Like tin, copper and silver in Forestry/IC2), some others may take some time (Platinum, Invar...). How about making a "Market" block (the idea came from the one in Pam's Harvestcraft), where you could buy a stack of a certain block for an emerald? (maybe allowing to change amount per trade, cost and payment item in config)
An alternative would be to add a chisel villager, allowing in config to set which blocks can appear as trades (as to avoid abusing when there are oreDict metalBlocks available).
Crafting, worldgen, and NPCs are already planned. A new NPC house and maybe chiseling every single house.
