[1.12.2] Concrete always gives faster walking speed

Even with D:concreteVelocityMult set to 1, your walking speed on concrete is still faster than normal. It’s barely noticeable with it set to 1, but it’s there.
Versions
- Minecraft: 1.12.2
- Forge: 14.23.5.2847 (latest for 1.12.2)
- Chisel: 1.0.1.44 (latest)
