Refrigerstraytor stays frosting when coolant input was too slow

I have an infinitely cooling refrigerstraytor in my world. This is very nice, but I would consider this a bug.
The stray block stays in the "frosting" state (visible in F3) despite the coolant timer being at 0, even after rejoining the world, and is able to perform cooled basin recipies too.
I used dilute ammonia solution (the one obtained from distilling urine) as coolant. It also worked with a custom made mixture of 40M ethanol and 1M ammonia. This did NOT work when feeding pure ammonia though. It also seems to strongly depend on the feed rate of coolant. 32 RPM for the pump or below was able to cause the bug, while 64 and above did not and, in fact, 'fixed' it.
To reproduce
I used the following setup to reproduce my survival experience. The basin setup was just to verify that the freezer is 'legit' and able to perform cooled recipes too, and is not necessary for the reproduction.
- Fill a tank with dilute ammonia solution (55.5M H2O, 1M NH3) obtained from distilling urine.
- Place down the refrigerstraytor and connect it to the tank via pump. Do not power the pump yet.
- Prepare a power source at 32 RPM or lower.
- Power the pump. As soon as the refrigerstraytor starts shivering, depower the pump.
To make it stop
- Increase power source RPM to 64 or more.
- Power the pump again (make sure to have enough solution in the tank) and look at the refrigerstraytor block with goggles or in creative.
- When the pop-up "Cold for 0:00" flashes on your screen, you can depower the pump.
- The stray should now be "fixed" and not shivering anymore.
