Conductor's Cap doesn't cover the Hat Layer

Describe the Bug
In version 1.4.3 for Minecraft 1.19.2, the Conductor's Cap does not cover the hat layer on a player's skin, resulting in this goof.
Tested on all hats, same result. Please fix!
Reproduction Steps
- Put on the Conductor's Hat
- Observe the goof
- ???
- Profit
Expected Result
The hat would be rendered ON TOP of the player's skin, hiding anything on the hat layer that it ends up covering.
