The current one looks very off from a style followed by Create and its add-ons (S'n'R not being an exception).

This is how I see the improved version:

block.railways.conductor_whistle.tooltip.summary: "Blow the whistle and the train will arrive shortly! The _bound Conductor_ will _drive_ to selected destination _ignoring_ its schedule.",
block.railways.conductor_whistle.tooltip.condition1: "R-Click on Conductor riding a train",
block.railways.conductor_whistle.tooltip.behaviour1: "_Bounds_ the Whistle to _both_ the _Conductor_ and its _train_.",
block.railways.conductor_whistle.tooltip.condition2: "R-Click on Train Track or Train Station",
block.railways.conductor_whistle.tooltip.behaviour2: "_Instructs_ the _bound Conductor_ to drive to the selected _Train Track_ or _Station_."

Note that my concept isn't a working code but rather a "photoshopped" mix of Create and S'n'R tooltips.
