Jacket & Hat Layers Persist When Deleted (1.21.4 Forge & Fabric)

Hat, jacket and sleeve layers (mostly^) persist even when they're deleted. Occurs on both Fabric and Forge. (1.21.4-0.6.19b)

^ Deletion works properly for the left arm and left leg.
