Allow setting a crosshair instead of a modifier for e.g. "interactable block"

Currently, it is impossible to set a specific crosshair to be shown when targeting an interactable block (replacing the "targeting block") crosshair. This should be possible, but requires a clean implementation so it doesn't get confusing between crosshairs & modifiers.
