[1.20.4] (Suggestion) Add a config option to change or disable the cooldown of weapon / tool swing sounds

I really miss back around... 1.12.2 I think it was, where you could spam swing your sword and you'd hear the sound effect happen every time, something was awfully "minecrafty" about it. Would love for an option to disable the cooldown or to configure it. :>
