Issue Description:

Dimensional Transceivers are losing their channels when the server restarts. I saw notes about this from 2014, but the EnderIO version we are running (1.7.10-2.3.0.425_beta) was released a couple months ago so I think this is unrelated to the bug/fix from back then.

What happens:

I set my channels (all private). The Dim Trans all seem to function properly. We restart the server at some point, and I have to go recreate and set all the channels again. This is happening on power and item channels.
