Issue Description:

In some situations, blocks I placed are blocking the use of travel anchors with or without the staff. I haven't found a way to easily reproduce the bug and it only seems to happen when there are multiple layers of user placed blocks. I tried covering a travel anchor with multiple layers of cobblestone, but it still worked. Though just now I did find a very good example so I uploaded the screenshots http://imgur.com/a/5w2J7. The first picture shows the travel anchor working fine with the staff and when I place the 1 block to cover back up the wall it stops working.

I first noticed this problem when I had a underground room and I wanted to move it lower. After I moved it below the old one and made sure the anchor was still working I filled in the old room and the anchor stopped working. I had to go dig back out the old room to get the anchor to work again.

Steps to reproduce:

As I mentioned above I haven't figured an easy way for that. I can upload my save or run debug code or something else.

I did try the EnderIO 427 and EnderCore 36, but that didn't help.
