Issue Description:

Inventory Checker is always on when any conduit is applied beside it.

What happens:

Creates signal even if there is no inventory panel system connected

What you expected to happen:

Only send signal if in an inventory panel system is attached, and meets the requirements set in the inventory checker

Steps to reproduce:

1.Place Inventory Checker
2.Place conduit beside.
