Staff of Traveling has a Travel upgrade?

Issue Description:

The Staff of Traveling can be upgraded in an anvil with an Ender Crystal and 16 levels, to add a Travel upgrade. This upgrade appears to do nothing.

The upgrade details appear the same as the Travel upgrade on the dark steel sword, The Ender, which enables The Ender to behave like a Staff of Traveling. But the Staff of Traveling has this behavior by default, so the Travel upgrade seems pointless on this item.

Steps to reproduce:

  1. Craft a staff of traveling
  2. Look up the anvil upgrades in JEI
  3. See that it can be combined with an Ender Crystal to add the Travel upgrade
