Vibrant Capacitor accepts only 5000 RF/t from a P2P FE

Issue Description:

I have linked my energy production to my energy storage via Applied Energistics' P2P FE, however I found that after I had restarted my server the Vibrant Capacitor Bank was only accepting 5000 RF/t from one of the P2P FE feeding into.
This did not happen with an Energy Cell from Thermal Expansion

From the video it Looks like the tunnelr is not getting the entire capacitor banks i/o but just the block that its connected to.

That's what I thought at first, but even if that were the case, it's Vibrant Capacitors so it should still accept 25000 RF/t
