Issue Description:

Conduit facade blocks if done as stairs don't rotate with non EIO wrenches ( specifically the TE crecent hammer)

What happens:

place blocks.. click with wrench.. nothing changes

What you expected to happen:

block to rotate like the block its duplicating

1. place blocks
2. use wrench
3. profit?
   ...
